Many individuals, three organizations, and two City of Saint Paul agencies contributed to the development of the Saint Paul Downtown Bicycle Transportation Master Plan. The contributors volunteered their time at meetings and events, administered surveys at cycling events; developed planning assumptions, draft concepts, and plans; provided insights into the behavior and
preferences of Saint Paul’s cycling community; and reached consensus on critical issues where compromise and trade-offs were required.
